A software developer in 2026 costs a US company anywhere from about $10 to $149 an hour, and the number depends far more on how you hire than on the person.

A US agency charges $100 to $149 an hour on Clutch's web development pricing guide, most agencies listed in Pakistan, India, Ukraine and Latin America state $25 to $49, and a typical React developer on Upwork charges $16 to $25 an hour in Pakistan, $13 to $20 in India and $30 to $66 in the US.

A US employee costs about $94.50 an hour once benefits are added, which is the number most comparisons leave out.

I run the engineering at Axtra Studios, which is a studio in Lahore, so we are one of the options on this page and it is fair to read the Pakistan rows with that in mind. Our own rate is not in this guide, and every number comes from a named outside source, checked on October 10, 2026.

What a developer costs per hour by country in 2026

No single source covers every country well, so the table uses the two that do. The agency column is the hourly band most firms state on their profile in Clutch's directory for each country, which is one dataset with the same rules everywhere, and the freelancer column is Upwork's typical rate for a React developer in that country.

Two things are worth knowing about these numbers. The Clutch bands are what each firm says on its own profile, and the Upwork ranges are what freelancers charge on Upwork, so neither is an audited price, but both are measured the same way in every country, which is more than most rate guides can say.

The spread inside each country is also wider than the gap between countries. In Pakistan, 62% of the 1,357 firms on Clutch that state a rate say $25 to $49, but 22% say under $25 and 13% say $50 to $99, so the country tells you the market and not the team.

What US companies pay by hiring model

The hiring model moves the cost more than the country does. A freelancer, an agency, a contractor who joins your team and an employee all bill very different things for an hour, because each one includes a different amount of management, design and testing.

The freelancer rate looks cheapest, but it buys one person's time, and the project management, the design and the testing are yours. An agency rate covers a team, and the US employee is the most expensive per hour once benefits are counted, before recruiting, equipment and the months it takes to hire. Pakistan, India or the Philippines?

These three come up together most often, and on price they are honestly close. The table puts the same measures side by side.

India has more firms under $25 on Clutch and a lower Upwork range, while Arc's survey of freelancers puts Pakistan's senior band a little lower than India's, so the order flips depending on the source. Vietnam sits at the bottom of every source, with 46% of its listed firms stating under $25 and Upwork's typical React range at $10 to $25.

None of the three shares a normal working day with the US. On a 9 to 6 local day, Lahore, Bengaluru and Manila overlap with US Eastern time for zero hours, so a team that wants to be on your morning calls works its evening, which is 6 pm in Lahore when it is 9 am in New York in summer.

Is a lower rate a worse team?

Not on its own. Pakistan's IT and telecom exports were $3.812 billion in the year to June 2025 and $3.388 billion in just the first nine months of the following year, up 19.7%, according to the government's Economic Survey, and freelancers alone earned $856.3 million in those nine months. That is a big market with every level of quality in it.

Rates are also coming down everywhere, not just in Asia. Accelerance's survey of 60 development partners found senior rates fell 7.1% a year in Latin America, nearly 8% in Asia and 4.4% in Europe. Latin America or Eastern Europe?

If your team works US hours, Latin America is the closer fit. Brazil, Argentina, Mexico and Colombia share six to eight hours with US Eastern time, and most of their listed firms state $25 to $49 an hour on Clutch.

Eastern Europe shares two to four hours. Poland's firms mostly state $50 to $99, while Ukraine and Romania mostly state $25 to $49. And for a senior engineer who joins your team through a partner, Accelerance puts Latin America at $60 to $75 an hour and Central and Eastern Europe at $64 to $76, so the two regions cost about the same at that level.

How many working hours will you share?

The overlap column in the first table assumes a 9 to 5 day in New York and a 9 to 6 day where the team is. It changes for about four weeks a year, because the US moves its clocks on March 8 and November 1 in 2026, and Europe on March 29 and October 25, so London and Berlin gain an hour of overlap in between.

Pakistan, India, the Philippines and Vietnam do not change their clocks at all. So a Lahore team that covers 9 am to 1 pm Eastern works 6 pm to 10 pm in the US summer and 7 pm to 11 pm in the winter, and to cover Pacific mornings it is closer to midnight, which is worth asking about directly if your product needs a lot of live calls.

What a developer hour really costs

The quoted rate is not the whole cost, and the gap is biggest for marketplaces and employees. Upwork's pricing page charges clients a 5% marketplace fee on the Basic plan, or 3% when an eligible US client pays from a checking account, and 10% on Business Plus, plus $0.99 to $14.99 for each new contract, while one of its help articles still says "up to 7.99%", so check the fee on your own account.

Hiring someone abroad as an employee goes through an employer of record, which Deel prices at $599 and Remote at $699 per employee a month, on top of the salary and the local employer costs. And for a US employee, benefits were 30.8% of total pay for professional jobs in June 2026 according to the Bureau of Labor Statistics, which is about 44.5% on top of the wage.

Why rate guides disagree so much

Most of the gap comes from comparing different things. A salary is not a bill rate, a marketplace freelancer is not an agency, and a guide that blends them gives you a number that does not match anything you can buy.

Even one source can disagree with itself. Clutch's pricing guides, all updated on September 21, 2026, put US firms at $100 to $149 an hour for web development, $50 to $99 for software development and $25 to $49 for mobile apps and staff augmentation, and the staff augmentation guide gives an average of $25 to $49 while saying most agencies charge $50 to $199.

And some pages are simply stale. One salary site's Pakistan page carries 2026 in its title and says it was last updated in December 2017, and most of the rate guides that rank for this question leave Pakistan out entirely. When we are not the right fit

If you need a team on your hours every day, a nearshore team in Latin America shares six to eight hours with Eastern time, and for some products that is worth more than a lower rate. And if you want to build your own in-house team from the first hire, an employer of record or a recruiter is the better route.
